对策并不神秘。哥本哈根把低洼停车场改成可淹的广场，雨来了当湖，雨走了当集市；斯图加特则把河道两岸的不透水铺装拆掉，让水重新渗下去。更长效的办法是出台手册：开发地块必须留出适量湿地，渗透率不达标，规划图就受理不了。财力紧张的地方，也可以先做“小而别致”的雨水花园，一筐土、几丛耐涝的草，就能带路。
当然，绿化不能放纵成草坪竞赛。树要喝水，品种选错，一场干旱就凋谢一片，得不偿失。布局要对着风向和低地，而不是对着镜头。有人把湿地照片挂上墙就以为完事，那是断章取义。
说到底，湿地不是郊区的装饰。城里每多一块硬地，洪水就多一分威慑；每户人家图眼前爽快，凑起来可能是全流域的焦躁，（ ）。所以最稳健的路子，是把防洪、净水和休闲捆在一起着手：先少封死一些土，再让水自己找到回家的流向。
